The Engineering Department and the Town of Fort Mill are committed to being good stewards of the environment. The department is responsible for assuring new water and sewer systems are designed to the Town of Fort Mill’s standards and that the projects are completed to specification.

Town of Fort Mill Water and Sewer Specifications are on file at SC DHEC. You may download a copy of these specifications by clicking on the appropriate link. The specifications are not a substitute for engineering design but serve as a guide for technical specifications where appropriate. You will need to stamp and approve the designs if they are included within your submittal to DHEC or the Town of Fort Mill.

Plan submittals - All plans submitted to the Town of Fort Mill for approval must be submitted on paper and in electronic form. As a means of improving the efficiency of our review process, the Town of Fort Mill has adopted the Mecklenburg and York County standards for electronic design submittals. Standards for York County design templates exist for County project submittals. These standard design templates are available in AutoCAD 2007 format. They may be viewed at:

The templates contain the standard York County title block as well as other commonly used layers. These templates are preferred for York County and Town of Fort Mill projects, but are not mandated at this time. The Town of Fort Mill intends to adopt these same standards for the purpose of uniformity. Simply contact Town of Fort Mill for appropriate information to add to these standards.
Road specifications are an integral part of planning design from both an aesthetic and utilitarian perspective. Since road design can have profound impact on stormwater design, please contact the Engineering Department for more information regarding porous asphalt and permeable pavers.
Stormwater Engineering
The Engineering Department and the Town of Fort Mill are committed to being good stewards of the environment. The department is responsible for new stormwater system design. The town is a delegated MS4 and thus is responsible for reviewing and approving N.P.D.E.S. NOI applications.

Applications and other permit documentation appear below. Be sure to review the process of attaining a land disturbance permit. Any questions regarding fees should be forwarded to Paul Mitchell. The DHEC fee structure for plan review does not apply.

DHEC IS ENCOURAGING APPLICANTS TO USE CREDIT CARDS TO SPEED UP THE PERMITTING PROCESS.
The Engineering Department is responsible for pre-construction and post-construction stormwater plan review, N.P.D.E.S. permit processing and inspection.
The process begins with a pre-submittal meeting involving the town manager and the head of the planning department. The planning department will review various aspects of the site under consideration including but not limited to zoning ordinances, subdivision ordinances, road, SCDOT, utilities, land development regulations, etc.
Once the planning department and the applicant are in agreement to move forward, the applicant is ready to begin the process of attaining a Land Disturbance Permit.
Once an applicant has received a Land Disturbance Permit, the applicant may begin construction of storm water management and sediment controls. After controls are constructed the permittee shall have the controls inspected and as-built drawings completed. The as-built drawings should be certified as being constructed according to the approved land disturbance plan. After a final stormwater inspection and approval by the town’s engineering department, the permittees is granted permission to apply for a Specialty Contractor Permit.
The Building & Codes Department is responsible for inspecting homes and businesses, issuing Specialty Contract permits and business licenses, lot maintenance and enforcement of the Town Nuisance Ordinance. Please proceed to the town web page for the Town of Fort Mill's Building & Codes Department.

Rain Gardens, Porous asphalts, Permeable pavers, cisterns, rain barrels and landscaping with native species are all examples of Low Impact Design Practices that the Town of Fort Mill expects architects to incorporate into their designs for Fort Mill approval. These are available by contacting Paul Mitchell.
Engineering
The Engineering Department is responsible for new Water, Wastewater and Stormwater system design and installation. It is also responsible for design and operations at the Wastewater Treatment plant.
Problems with the existing water, sewer or stormwater systems should be reported to Public Works. To report a water leak or sewer problem, please call 803-547-2034 or 803-547-7764 between the hours of 8:30 AM and 5:00 PM. After hours and on weekends, please call 803-909-4346.
